All students should have the opportunity to undertake high quality and challenging study programmes tailored to meet their individual needs and ambitions.

Professor Alison Wolf’s report, and the responses received, confirmed that reform of 16 to 19 education can only be achieved if the post-16 funding formula is also reformed.

In October 2011 the department and the former YPLA launched a consultation on reform of the funding formula. This document describes the changes that are planned to be implemented from September 2012 for the 2013 to 2014 academic year.
