Parliamentary Under Secretary of State for Civil Society


Responsibilities include:

  • growing volunteering, social action, community action and philanthropy

  • creating the conditions for a more independent and resilient voluntary, community and social enterprise sector

  • promoting social investment and social impact bonds, helping to develop a capital market that supports social impact

  • leading across government on the development of mutuals

  • developing government policy on mission-led businesses

  • supporting youth policy, leading on the creation of opportunities outside school for young people to develop skills and have a stake in society

  • expanding the National Citizen Service

  • libraries policy

  • First World War commemorations

Current role holder: Rob Wilson MP

Rob Wilson was appointed Parliamentary Under Secretary of State at the Department for Culture, Media and Sport on 17 July 2016. He was elected the Conservative MP for Reading East in 2005.


Born in south Oxfordshire, Rob attended Wallingford School and studied history at Reading University.

Political career

Before being elected MP for Reading East in 2005, Rob served as a local councillor in Reading. He was the Shadow Minister for Higher Education from 2007 to 2009, Opposition Whip 2009 to 2010 and has also served as Parliamentary Private Secretary (PPS) to the Chancellor of the Exchequer.

He previously served as Minister for Civil Society from September 2014 until July 2016 at the Cabinet Office.

Career outside politics

Rob made his name as an entrepreneur, building small businesses. He played a leading role in securing a number of major investments in the Reading East area. He has also led 2 successful bids for new schools in the area, including the landmark new University Technical College.
