The final outcome of the consultation on how to regulate CO₂ emissions standards for new cars and vans if there’s no Brexit deal has been published.

7 responses were received and were generally supportive of the government’s proposed approach.

The main decisions arising from the consultation are:

  • allowing testing data by any EU ‘independent and certified body’ to be acceptable when applying for a new eco-innovation approval in the UK
  • providing further clarity on a number of areas within the regulation, including:

    • the scope of the vehicles to be regulated
    • how derogation thresholds and pooling will work
    • producing an example of how a manufacturer’s CO₂ target is likely to change in a UK-only regime

This document sets out the details for the implementation and operation of the UK regulatory scheme in the event of the UK not agreeing a deal with the EU. It is aimed at ensuring the continuity of the regulation of emissions from new passenger cars and vans when they are first registered in the UK.
