Background

Views on a proposed new scheme to stimulate lifetime giving of gifts of pre-eminent objects to the nation by offering donors a reduction in their tax liability, based on a set percentage of the value of the object they are donating.

The aim of the scheme is to appeal to owners of objects and collections who may want to see them placed in appropriate institutions during their lifetime, and to be held in perpetuity for others to enjoy. The scheme will help bolster UK heritage by making more pre-eminent objects available for public display.

Further technical consultation

Draft clauses covering the implementation of the new scheme to encourage gifts of pre-eminent objects will be included in the Finance Bill 2012, and explanatory notes giving further details of the draft legislation are being published at the same time as this document.  Draft guidance providing an outline of the scheme and how it will be operated is also being published.
