Annex A: engagement on the fair pay agreement consultation

Introduction
Since October 2024, the Department of Health and Social Care has been engaging with representatives from different parts of the adult social care sector to shape our policy thinking. The work in the consultation document is informed by this engagement with the sector, though each proposal will not necessarily reflect the views of every organisation we have engaged with. All meetings of the working group and task and finish groups took place under the Chatham House Rule, which limits the public information available from this part of the process.
We are grateful to all our partners who have generously given us their time and expertise.
Our engagement programme
Our engagement programme has included, but is not limited to:
- a quarterly senior stakeholder working group made up of trade unions, employer representatives, local government, government officials and others. A full list of members is given below
- deep dive task and finish subgroups on specific issues with wider attendance, including subject matter experts on the following topics:
- coverage and remit
- negotiating body and process
- dispute resolution
- compliance and enforcement
- working closely with stakeholders to refine the language used in the consultation
