Enhanced protections for homeowners on freehold estates

Consultation description
The Leasehold and Freehold Reform Act 2024 brought in a range of measures to improve home ownership for those living on freehold estates in England and Wales.
These measures include introducing:
- a new regulatory framework to give homeowners on freehold estates new rights
- protections and powers to enable them to hold their estate manager to account
This consultation seeks views on how to implement this new framework through secondary legislation, which will increase transparency around charges. This will help homeowners on freehold estates to:
- scrutinise the charges they are liable to pay
- challenge the reasonableness of these charges
- receive more information on how their estate is managed
This consultation also seeks views on proposals to remove the disproportionate enforcement remedies homeowners may face if they fall into arrears on their estate management charge and on further proposed reforms.
Alongside this consultation, we are also publishing a consultation on reducing the prevalence of private estate management arrangements.
