The summary of responses includes a high-level summary of the responses by question to this initial consultation.

In March 2023, the government announced a further 2-year extension to the Climate Change Agreements scheme. At the same time we published a second consultation seeking views on detail of the extension as well as any potential future scheme.

We will undertake further assessment of the purpose and targeting of a long-term scheme.

We received 66 responses to this consultation from the following groups:

  • 37 from sector/trade associations
  • 21 from businesses
  • 5 from individuals
  • 3 from consultants

Industry showed appetite for a future scheme with almost all respondents supporting a continuation of CCAs, with an emphasis on a long-term scheme.

Most respondents would like to see the surplus and buyout mechanism continue, but expressed the need for additional flexibility in surplus usage.

Responses to the proposals were generally positive, but issues were raised around:

  • reviewing eligibility
  • tight timelines
  • the need for targets to align with government net zero ambitions
  • the need for the scheme to recognise renewable and low carbon energy
  • proposals for additional reporting and a mandatory Energy Management System

Consultation description

In this consultation we have set out:

  • the key aspects of a future scheme
  • where we believe reforms may be required
  • what some of those reforms may entail

The current Climate Change Agreement (CCA) scheme started in 2013. Its energy and carbon reduction targets run to the end of 2022, and provide eligible participants with access to reduced rates of Climate Change Levy until March 2025.

Key areas in which we are seeking views include:

  • scheme length
  • eligibility
  • increasing uptake of energy efficiency technologies and transparency of action taken

The consultation is open to anyone, but in particular we’d like views from:

  • sector associations and businesses across the UK which participate in the scheme
  • operators of facilities not currently in the scheme that may be eligible
  • organisations such as trade associations, NGOs, consultants and academia and other bodies who have an interest in the scheme

The CCA scheme operates on a UK-wide basis.
