Organised labour fraud
Guidance, tools, and documents for temporary workers, recruitment agencies, umbrella companies and businesses that hire or work with them.
Organised labour fraud happens when criminals set up labour supply chains to avoid paying VAT, Income Tax and National Insurance contributions. Many genuine businesses outsource parts of their employment arrangements. Fraudsters exploit these arrangements to commit tax fraud.
If fraudsters steal the PAYE tax and National Insurance contributions from workers it may affect their employment rights and access to state benefits.
The following guidance and tools are designed to help temporary workers, recruitment agencies, umbrella companies and businesses.
