ERDF programmes and resources

Guidance about the types of ERDF programmes in England and the amount of resources allocated to them.

Introduction

Local partners agree a comprehensive operational programme strategy that sets out the priorities and targets for each European Regional Development Fund (ERDF) programme with the European Commission.

In the current ERDF programming period (2007 to 2013) funding has been allocated to programmes from 3 priority objectives:

  • convergence
  • regional competitiveness and employment
  • European territorial cooperation

Convergence

Convergence funding provides investment in the least-developed regions that have a gross domestic product (GDP) below 75% of the average in the European Union. Cornwall and the Isles of Scilly is the only area in England to qualify.

Regional competitiveness and employment

Regional competitiveness and employment funding is for all regions that do not receive convergence funding. This funding is aimed at strengthening the region’s competitiveness and increasing employment. There are 9 regional competitiveness and employment programmes in England with different levels of funding dependent on the relative need:

Cornwall and the Isles of Scilly convergence programme

The Cornwall and the Isles of Scilly convergence programme has €458.1 million of ERDF for its 2007 to 2013 programme.

This programme has 4 investment priorities:

  • priority 1: innovation, research and development
  • priority 2: enterprise and investment
  • priority 3: transformational infrastructure
  • priority 4: place-based regeneration

It has 2 cross-cutting themes:

  • equality
  • environmental sustainability

East Midlands competitiveness and employment programme

The East Midlands competitiveness and employment programme has €268.5 million of ERDF to invest. It focuses on 2 main priorities:

  • priority 1: increasing productivity through innovation and sustainable business practice
  • priority 2: increasing sustainable economic and enterprise activity in disadvantaged communities

East of England competitiveness and employment programme

The East of England competitiveness and employment programme has €110.9 million of ERDF to invest. It focuses on 3 main priorities:

  • priority 1: promoting innovation and knowledge transfer
  • priority 2: stimulating enterprise and supporting successful businesses
  • priority 3: ensuring sustainable development, production and consumption

London competitiveness and employment programme

The London competitiveness and employment programme has €181.9 million of ERDF to invest. It focuses on 3 main priorities:

  • priority 1: business innovation and research and promoting eco-efficiency
  • priority 2: access to new markets and access to finance
  • priority 3: sustainable places for business

The London competitiveness and employment programme is administered by the Greater London Authority.

North East competitiveness and employment programme

The North East competitiveness and employment programme has €375.7 million of ERDF to invest. It focuses on 2 main priorities:

  • priority 1: enhancing and exploiting innovation
  • priority 2: business growth and enterprise

Technical modification of the North East England ERDF Competitiveness Programme 2007-2013 to reflect the inclusion of Lisbon Category 10 expenditure

The Lisbon Categorisation Code 10 expenditure is intended to facilitate last mile connectivity and business access to superfast broadband networks in order to support SMEs and promote sustainable business growth, enterprise and competitiveness in areas of identifiable market failure.

In 2012, local partners and Local Management Committee members agreed a minor technical amendment to the original programme strategy that would allow, as eligible activity, investment in support of the ‘last mile connectivity’ of SMEs to existing broadband networks.

Partners agreed to allow limited financial support (0.6% of programme resource) for related activity and were content that the amount involved did not result in a significant impact upon the programme or change the outcome of the strategic environmental assessment updated in 2011. In fact partners were of the view that there would be discernible environmental and sustainability benefits that would result from the promotion of the digital economy within the programme area.

Positive environmental benefits would include more sustainable business practices and reduced commuting patterns and or business travel, resulting in reduced carbon emissions. Partners agreed that the proposed scope of activity would therefore add to the environmental sustainability of the programme. As such no further changes are proposed to the environmental assessment in line with the requirements of Article 3 (3) and 3 (4) of the EC Directive 2001 / 42/EC (SEA Directive).

The modification has been submitted to the European Commission and we are waiting formal approval.

North West competitiveness and employment programme

The North West competitiveness and employment programme has €755.5 million of ERDF to invest. It focuses on 4 main priorities:

  • priority 1: stimulating enterprise and supporting growth in target markets
  • priority 2: exploiting innovation and knowledge
  • priority 3: exploiting the conditions for sustainable growth
  • priority 4: growing and accessing employment

The South East competitiveness and employment programme has €23.7 million of ERDF to invest. It focuses on 2 main priorities:

  • priority 1: promoting the knowledge economy
  • priority 2: promoting sustainable production and consumption

South West competitiveness and employment programme

The South West competitiveness and employment programme has €124.7 million of ERDF to invest. It focuses on 3 main priorities:

  • priority 1: innovation and knowledge
  • priority 2: enterprise and growth
  • priority 3: urban enterprise

Strategic investment frameworks

In the South West competitiveness programme area, a strategic investment framework has been developed for each of the following areas:

  • Bristol
  • Torbay
  • Plymouth

The frameworks have been developed by partners to help the 3 cities realise the economic potential within deprived areas. Individual schemes will be brought forward to deliver strategic investment frameworks aims. Please contact the South West team for a copy of an investment framework.

  • priority 4: economic infrastructure and place based regeneration in South Yorkshire
