Highways England: supporting growth
Find out how Highways England supports economic growth and how we're working to build on this.
Highways England supports the economy by ensuring safe, efficient, reliable journeys on our network of major roads. This allows goods to move through England and beyond. Many of the highways schemes in the Road Investment Strategy programme will deliver economic benefits. We also are a statutory consultee in the planning system, considering some 3500 planning applications a year.
We want to do even more by:
- refreshing our approach to engaging with planning
- working collaboratively with stakeholders to develop our first joint strategic economic growth plan
- developing our new £100 million Growth and Housing Fund
- developing economic intelligence, including a mapping tool to provide an overview of assets, development sites, planning applications and more
Supporting economic growth is one of the five strategic objectives set out in our Strategic Business Plan.
Strategic Economic Growth Plan
We are working with a wide range of stakeholders to develop a strategic economic growth plan, which we are calling The Road to Growth. This will explore the economic role of the road network, and explain how we will further increase our contribution to the UK’s economy.
We published a discussion paper in November 2016 to test our emerging thinking with stakeholders, prior to publishing our final plan. The paper outlines our research findings, our economic vision and role, and our emerging approach to delivering this. We are inviting feedback on this plan by Friday 20 January 2017 – details of how to submit your feedback can be found on our consultation page.
We will publish our full strategic economic growth plan in 2017.
In September 2015 we launched our new planning guide – Planning for the Future: a guide to working with Highways England on planning matters which sets out our commitment to being a positive, proactive strategic planning partner. It describes what we look for in emerging local plans and development proposals.
Growth and Housing Fund
The Road Investment Strategy committed £100 million for a Growth and Housing Fund, to be developed and run by Highways England. This fund can provide an element of match funding for highways schemes that are needed to unlock stalled development sites.
