Updated section 11.9 - linked to US EPA protocol for equipment leak emission estimates, added EN 17628 on multiple monitoring techniques. Listed the survey information to provide in a leak detection and repair (LDAR) plan. Added standards to follow when producing the plan.

10. The Control of Major Accident Hazard Regulations 2015 (COMAH)

Shortened chapter to refer and link out to the Health and Safety Executive (HSE) guidance on the COMAH regulations and when they apply. Removed the examples we gave previously. Added a short list of examples of dangerous substances. Added a link to the HSE website for any further questions about COMAH.
