Glasgow City and North Lanarkshire local authority boundary change

On 1 April 2019, an area of land was transferred from Glasgow City local authority area to North Lanarkshire. See the Glasgow City Council Area and North Lanarkshire Council Area (Cardowan by Stepps) Boundaries Amendment Order 2018 for more information.

2. Economic statement

Scotland house prices increased by 1.4% in the year to October 2019, down from 2.4% in the year to September 2019. Scotland house prices were growing faster than the UK annual rate of 0.7% in the year to October 2019. On a non-seasonally adjusted basis average house prices in Scotland fell by 0.9% between September 2019 and October 2019, compared with a rise of 0.1% during the same period a year earlier (September 2018 and October 2018). On a seasonally adjusted basis, average house prices in Scotland fell by 0.1% between September 2019 and October 2019.

Comparing the provisional volume estimate for August 2018 with the provisional estimate for August 2019, volume transactions fell by 4.0% in Scotland. UK volume transactions fell by 3.4% over the same period.

In Scotland, semi-detached houses showed the biggest increase out of all property types, rising by 3.5% in the year to October 2019 to £164,000. The smallest growth of all property types was the average price of detached houses, growing by 0.1% in the year to October 2019 to £266,000.

House prices increased over the last year in 26 out of 32 local authority areas. The largest growth (not including Na h-Eileanan Siar, Orkney Islands and Shetland Islands) was in Falkirk, where prices increased by 5.5% in the year to October 2019 to £130,000. The biggest fall for year ending October 2019, was recorded in City of Aberdeen where average prices fell over the year by 6.6% to £146,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In Scotland, average prices increased by 1.4% in the year to October 2019 (down from 2.4% in the year to September 2019).

Annual price change by local authority for Scotland

Low numbers of sales transactions in some local authorities, such as Orkney Islands, Na h-Eileanan Siar and Shetland Islands, can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In October 2019, the most expensive area to purchase a property was City of Edinburgh, where the average cost was £271,000. In contrast, the cheapest area to purchase a property was East Ayrshire, where the average cost was £98,000.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions fell by 5.6% in Scotland in the year to August 2019.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent two months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
