2. Economic statement

The UK HPI is based on completed housing transactions. Typically, a house purchase can take 6 to 8 weeks to reach completion. Therefore, the price data feeding into the May 2020 UK HPI will mainly reflect those agreements that occurred before the government measures to reduce the spread of coronavirus (COVID-19) took hold.

Scotland house prices increased by 2.1% in the year to May 2020, unchanged from the annual rate in April 2020. Scotland house prices were growing slower than the UK annual rate of 2.9% in the year to May 2020. On a non-seasonally adjusted basis average house prices in Scotland increased by 0.5% between April 2020 and May 2020, compared with an increase of 0.4% during the same period a year earlier (April 2019 and May 2019). On a seasonally adjusted basis, average house prices in Scotland have increased by 0.2% between April 2020 and May 2020.

Comparing the provisional volume estimate for March 2019 with the provisional estimate for March 2020, volume transactions decreased by 27.3% in Scotland.

In Scotland, flats and maisonettes showed the biggest increase out of all property types, rising by 3.4% in the year to May 2020 to £113,000. The smallest average house price growth of all property types was in terraced houses, up by 1.1% in the year to May 2020 to £128,000.

House prices increased over the last year in 21 out of 32 local authority areas. The largest growth was in West Dunbartonshire where prices increased by 13.7% in the year to May 2020 to £119,000. The biggest fall for year ending May 2020, was recorded in Inverclyde where average prices fell over the year by 12.5% to £88,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

Annual price change by local authority for Scotland

Low numbers of sales transactions in some local authorities, such as Orkney Islands, Na h-Eileanan Siar and Shetland Islands, can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In May 2020, the most expensive area to purchase a property was City of Edinburgh, where the average cost was £274,000. In contrast, the cheapest area to purchase a property was Inverclyde, where the average cost was £88,000.

Comparing the provisional volume estimate for March 2019 with the provisional estimate for March 2020, volume transactions decreased by 27.3% in Scotland.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 25.8% in Scotland in the year to March 2020.

5. Property status
