Pre-release access lists for HM Treasury statistics

Public Spending Accredited Official Statistics
The list below shows those individuals who receive access in advance of publication to Public Spending Statistics, which is a Treasury Accredited Official Statistics Release, although it makes use of data published by among others the Ministry of Housing, Communities and Local Government (MHCLG); the Department for Work and Pensions (DWP); the devolved administrations for Scotland, Wales and Northern Ireland and the Office for National Statistics (ONS).
The officials on this list are either involved in the production of briefing for ministers or are regularly called upon to give direct advice to ministers to enable them to comment on the figures shortly after their publication. All the individuals listed below are in the Treasury.
Pre-release access arrangements are in line with The Pre-release Access to Official Statistics Order 2008. Pre-release access for briefing purposes is allowed no earlier than 24 hours prior to publication.
As well as the people on this list who receive pre-release access to data in line with the Order, a limited number of other Treasury officials will have pre-release access to Public Spending data because they are involved in the compilation and quality assurance of the data and will see it more than 24 hours before publication. Some members of the Communications team will see the release, but only within the 24 hour pre-release period, because they place the data on the gov.uk website.
Some of the underlying data in the release are derived from HM Treasury administrative systems and will be seen by a number of people within Treasury as management information in advance of publication of the statistics. Direct access to this data is minimised and those with this access ensure that the information is not passed on to anyone who does not have an operational need to see it in advance of publication.
Apart from members of HM Treasury who are involved in data compilation and quality assurance, no-one has access to local government, public corporation or total public sector statistics apart from access allowed under The Pre-release Access to Official Statistics Order 2008.
This list is also used for the quarterly and annual OSCAR transparency releases.

Public Sector Finances Accredited Official Statistics
The Public Sector Finances (PSF) release is jointly produced by the Office for National Statistics (ONS) and the Treasury. The published document that outlines the detail of these arrangements makes clear that the ONS is responsible for pre-release access for PSF.
In line with the National Statistician’s decision to stop pre-release access to ONS statistics, announced in his letter to Sir David Norgrove of 15 June, from 1 July 2017 Treasury ministers and officials therefore no longer have pre-release access to PSF.
A small number of people in the Treasury’s Fiscal Statistics and Policy team will continue to have access to the data and the release because they are involved its compilation and quality assurance and will see it at all stages of the production process. A very limited number of officials in the Treasury’s Digital Communications team will also see the release immediately before publication because they put it on the gov.uk website. Both of these sets of people have signed ONS confidentiality agreements and this list will be maintained by the ONS.
Some of the central government data in the release are derived from HM Treasury or HMRC administrative systems and will be seen by a number of people within Treasury (and HMRC) as management information in advance of publication of the statistics. Direct access to these data is minimised and those with this access ensure that the information is not passed on to anyone who does not have an operational need to see it in advance of publication. Help to Buy: mortgage guarantee scheme and Help to Buy: ISA scheme Official Statistics
The list below shows those individuals who receive access in advance of publication for briefing purposes to Official Statistics on the Help to Buy: ISA and the Help to Buy: mortgage guarantee scheme. The officials on this list are either involved in the production of briefing for ministers or are regularly called upon to give direct advice to ministers to enable them to comment on the figures shortly after their publication. The list includes individuals from the Treasury, the Department for Communities and Local Government and 10 Downing Street. Pre-release access arrangements are in line with The Pre-release Access to Official Statistics Order 2008. Pre-release access for briefing purposes is allowed no earlier than 24 hours prior to publication.
The Treasury ministers and officials on this list also have some pre-release access to data on the Help to Buy: mortgage guarantee scheme and the Help to Buy: ISA scheme as management information. Direct access to this data is minimised and those with this access ensure that the information is not passed on to anyone who does not have an operational need to see it in advance of publication. The detailed arrangements for this are in annex C of the Treasury’s Pre-Release Statement of Compliance. A further number of people will have access because they are involved in compilation and quality assurance of the data, or for other operational reasons, including placing the statistical releases on the website. An audit trail is maintained of all those who have pre-release access to the data, and for what purpose.

This is a Treasury Accredited Official Statistics release, although it makes use of data published by among others the Ministry of Housing, Communities and Local Government (MHCLG); the Department for Work and Pensions (DWP); the devolved administrations for Scotland, Wales and Northern Ireland and the Office for National Statistics (ONS).
The officials on this list are either involved in the production of briefing for ministers or are called upon to give direct advice to ministers to enable them to comment on the figures shortly after their publication. The list is not restricted to ministers and officials from the Treasury given the country and regional focus of the release. Pre-release access arrangements are in line with the Pre-release Access to Official Statistics Order 2008. Pre-release access for briefing purposes is allowed no earlier than 24 hours prior to publication.
As well as the listed people who receive pre-release access to data in line with the Order, a limited number of other Treasury officials will have pre-release access to the CRA data because they are involved in the compilation and quality assurance of the data and will see it more than 24 hours before publication.
