Summary of the Social Housing Decarbonisation Fund statistics: March 2024

Introduction

The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.

The government launched Wave 1 of the SHDF in August 2021. It has awarded around £179 million of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.

Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778 million of grant funding, delivering from 2023 to 2025.

What you need to know about these statistics

The data in these statistics are based on returns submitted by mid-March 2024, covering measure installations to the end of January 2024. The Wave 1 data is based on returns from 66 local authorities, with completed installations reported by 60 local authorities. The Wave 2.1 data is based on returns from 105 Grant Recipients, with completed installations reported by 30 Grant Recipients.

All figures in this publication are provisional and subject to revision.

Key statistics

Delivery by month

To the end of January 2024, the Social Housing Decarbonisation Fund (SHDF) Scheme Wave 1 has delivered around 27,000 measures in 14,100 households. Measure delivery for SHDF Wave 1 in the last 3-month period declined by 66%, down from 5,200 measures delivered in August to October 2023 to 1,800 in the 3 months to January 2024. This is to be expected as Wave 1 delivery is drawing to a close and Wave 2.1 is progressing. It is expected that data for the latest period will be revised in future publications.

To the end of January 2024, SHDF Wave 2.1 delivered around 4,500 measures in around 2,500 households. Measure delivery under Wave 2.1 increased each month from April to November 2023 but fell in December reflecting the usual seasonal trend. Delivery in January 2024 was similar to December, but it is expected that data for the latest month will be revised upwards in future publications. (Tables 1 and 2).

Delivery by measure type

The majority of measures installed over the period under SHDF Wave 1 were insulation measures (16,000 measures, 59%). Measures to upgrade windows and doors, for example double or triple glazing, accounted for 21% of measures (5,700) and electricity related measures, such as solar PV, accounted for 14% of measures installed (3,800). (Table 3.1).

Like Wave 1, the majority of measures installed over the period under SHDF Wave 2.1 were insulation measures (3,100 measures, 68% - a greater proportion than under Wave 1), with windows and door measures accounting for 13% and electricity related measures accounting for 12% of measures installed. (Table 3.2).

Delivery by region

Of the 27,000 measures installed under Wave 1, 5,200 measures (19%) were installed in the North West region, with 3,900 measures installed in West Midlands (14%) and 3,700 measures in North East (14%). (Table 5).
