Summary of the Social Housing Decarbonisation Fund statistics: June 2025

Introduction
The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.
The Government launched Wave 1 of the SHDF in August 2021. It awarded around £179m of grant funding for delivery from 2022 into 2023 for energy performance improvements to up to 20,000 social housing properties.
Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778m of grant funding to 107 projects, delivering from 2023 to 2025.
Wave 2.2 of the SHDF awarded around £80m of grant funding from April 2024, building on the allocations made under the previous Wave 2.1 for delivery from 2024 to 2026.
What you need to know about these statistics
This release presents the latest statistics on the SHDF Wave 1, Wave 2.1 and Wave 2.2.
SHDF Wave 1 is now closed and the statistics are based on returns from all 62 local authorities who participated in this wave. Wave 1 tables will continue to be updated until final data for all homes treated is available. SHDF Wave 2.1 and Wave 2.2 are actively reporting.
The data in these statistics are based on returns submitted by mid-June 2025, covering measure installations to the end of April 2025.
The Wave 2.1 data is based on returns from 102 grant recipients, with completed installations reported by 65 grant recipients.
The Wave 2.2 data is based on returns from 42 grant recipients, with completed installations reported by 17 grant recipients.
All figures in this publication are provisional and subject to revision.
This release includes the number of measures installed and household upgraded by signed-up grant recipient and change on EPC rating for SHDF Wave 2.2 for the first time in Table 5.3 and 9.3 of the Accompanying Tables respectively.
Key statistics
Total homes upgraded
To the end of April 2025, there were around 78,200 measures installed in 39,100 households across SHDF Wave 1, Wave 2.1 and Wave 2.2.
SHDF Wave 2.1 has delivered around 43,200 measures in 21,400 households, while Wave 2.2 has installed around 3,300 measures in 1,600 households up to the end of April 2025.
Under SHDF Wave 2.1, almost 100% (14,780) of upgraded homes were improved to EPC band C or above. This is based on the 69% (14,820) of households with pre and post installation EPC ratings, and which were initially rated D or lower.
Similarly, of the 1,320 households (82% of all households) with pre and post installation EPC ratings that were initially rated D or lower, almost 100% (1,310) were upgraded to band C or above under Wave 2.2.
Delivery by month
To the end of April 2025, there have been around 43,200 measures installed in 21,400 households under SHDF Wave 2.1. This is an increase of 8,350 measures installed (24%) and 3,740 households upgraded (21%) compared to the May statistical release. Of this increase, 7,670 measures (92%) and 3,450 households (92%) came from upward revisions to previous months from Grant Recipients.
As shown in Figure 1, reported measure delivery under Wave 2.1 in the last 3-month period was down from 5,300 measures delivered in November 2024 to January 2025 to 3,900 in the three months to April 2025. There were 680 measures installed in April 2025, 1,800 in March and 1,500 in February. There was a similar pattern in households upgraded, with 290 households upgraded in April 2025, 960 households in March and 740 in February. It is likely that data, especially for the most recent months, will be revised upwards in future publications, but monthly delivery is lower than the peak of 3,400 measures installed in March 2024 under Wave 2.1.
There have been around 3,300 measures installed in 1,600 households under SHDF Wave 2.2 to the end of April 2025. This is an increase of 340 measures installed (11%) and 160 households upgraded (11%) compared to the May statistical release. Of this increase, 130 measures (38%) and 70 households (47%) came from upward revisions to previous months from Grant Recipients. There were 210 measures installed in April 2025, 620 in March and 690 in February. There was a similar pattern in households upgraded, with 80 households upgraded in April 2025, 300 households in March and 350 in February. It is likely that data for the most recent months will be revised upwards in future publications as more reports are received from Grant Recipients.

Delivery by measure type
As shown in Figure 2, the majority of measures installed under SHDF Wave 2.1 have been insulation measures, accounting for 54% (23,400 measures) of the total 43,200 measures; this is followed by electricity related measures (such as solar PV) accounting for 23% (9,900 measures); and measures to upgrade windows and doors (such as double or triple glazing) accounting for 14% (5,900 measures).
Of the 3,300 measures installed under Wave 2.2, the most common measure types have been insulation measures accounting for 47% (1,600 measures), with electricity related measures accounting for 28% (920 measures) and window and door measures accounting for 12% (390 measures).
Similar to the pattern for Wave 2.1, the majority of measures installed over the period under SHDF Wave 1 were insulation measures accounting for 59% (18,600 measures). Windows and door measures accounted for 23% and electricity related measures accounted for 13% of the total 31,700 measures installed.
The most common single measure type installed under Wave 1, Wave 2.1 and Wave 2.2 is loft insulation, accounting for 23%, 25% and 27% of measures installed respectively.

Solid Wall contains External Solid Wall Insulation and Internal Solid Wall Insulation measures; Other insulation contains all roof and floor insulation measures; ASHP: Air Source Heat Pump; GSHP: Ground Source Heat Pump; Other heat contains all non-ASHP and non-GSHP forms of low carbon heat and heating control measures.

Delivery by region
There have been 21,400 households upgraded under SHDF Wave 2.1 up to the end of April 2025, meaning they have at least one measures installed.
Figure 3 shows that the North East had the most households upgraded (3,500 households, 16%), followed by Yorkshire and the Humber (3,300 households, 15%) and the North West (3,100 households, 15%).
Of the 1,600 households upgraded under Wave 2.2, the West Midlands had the most households upgraded (620 households, 38%), followed by the North East (330 households, 21%) and the South East (300 households, 19%).
Please note the regions have significantly different populations and participating number of grant recipients across Wave 1, Wave 2.1 and Wave 2.2.

Delivery by property type
As shown in Figure 4, the majority of measures were installed in houses under Wave 2.1 accounting for 79% (34,300 measures) of the total 43,200 measures; this is followed by bungalows accounting for 12% (5,200 measures) and flats accounting for 8% (3,600 measures). No measures were installed in maisonettes.
Similar to the pattern of Wave 2.1, the highest number of measures were installed in houses under Wave 2.2 accounting for 80% (2,700 measures) of the total 3,300 measures, followed by bungalows (550 measures, 17%) and flats (110 measures, 3%). No measures were installed in maisonettes.
