Introduction
The Home Upgrade Grant (HUG) and Local Authority Delivery scheme (LAD) are government schemes supporting energy efficiency upgrades of low-energy efficiency (EPC of D or lower) low-income (household income below £30k) households across England.
HUG Phase 2 (HUG 2) is exclusively for off-gas-grid properties and allocated £630 million for delivery between September 2023 and March 2025. Whilst the HUG 2 scheme officially closed in March 2025, delivery is actively reporting and some grant recipients were granted delivery extensions.
LAD Phases 1 and 2 previously received £500 million between them. These schemes ran between 2020-2022. LAD Phase 3 made £287 million of funding available for Local Authorities. HUG 1 allocated £220 million, exclusively for homes that are off the gas grid. Both schemes ran from 2022-2023.

What you need to know about these statistics
The data contained in these statistics is based on returns submitted by Grant Recipients by mid-August 2025. Whilst the HUG 2 scheme officially closed in March 2025, some grant recipients were granted delivery extensions and the data in this release covers installations to end June 2025.
All figures in this publication are provisional and subject to revision. For more information, see the Department’s statistical revisions policy.
HUG 2 has now closed, with only small revisions to these statistics anticipated. To reflect this, the next statistics release is planned to be published on 27 November 2025.
Key statistics
Total Homes Upgraded
- This publication is based on returns submitted in mid-August 2025 covering measures installed through funding provided to the end of the scheme in March 2025. HUG 2 has installed around 21,900 measures across 11,800 households to date. There was an additional 30 households (70 measures) upgraded compared to the previous release.
- Across all schemes (LAD 1, LAD 2, LAD 3, HUG 1, and HUG 2) there were a reported total of 106,000 measures installed in 74,400 households.
- The average Energy Performance Certificate (EPC) improved by 1 band for HUG 2, with 60% of homes upgraded to EPC C or higher. These figures are based on the 99% of households that reported post installation EPC scores.

The data used in this chart can be found in Table 3 of the accompanying tables. There are 550 homes with unknown installation dates that have been excluded from this figure.
Homes upgraded by month

HUG 2 has delivered around 21,900 measures across 11,800 households. HUG 2 received notice of 1 home upgraded in June compared to 320 homes in May and 530 homes in April. There was a similar pattern in measures installed, with 3 installations reported in June, compared to 660 installations in May and 1,070 in April.

Figure 2 shows the monthly number of homes upgraded across all phases of LAD and HUG: all LAD phases show the same pattern of starting slowly (hundreds of homes a month), before ramping up to upgrade several thousand homes per month. HUG 1 followed a similar pattern, but peaked at around 670 homes upgraded per month. HUG 2 has followed a similar pattern, with low delivery for the first few months. HUG 2 delivered over 300 households a month in February 2024, and remained above that level until May 2025. There was a general trend of increasing delivery volumes between February 2024 and March 2025, when HUG 2 delivery peaked at 1,000 homes per month, before tailing off as the scheme ended.

Delivery by measure type
- Across HUG 2, Solar PV was the most common type of measure, accounting for 34% of installations. Low Carbon Heat measures accounted for around 29% of HUG 2 measures followed by Insulation (27%) measures as shown in Figure 3.

Delivery by region
The South East region has the most homes upgraded through HUG 2 (19% of total HUG 2 homes), with the North West (16%), East of England (15%), and South West (14%), also containing a higher proportion of homes upgraded. West Midlands (12%), East Midlands (12%), Yorkshire and the Humber (8%), North East (4%) and London (1%) had a smaller numbers of homes upgraded. Please note the regions have significantly different populations and participating grant recipients.
