Details of the application

The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Equilibrium Chemical Services Limited.

Application number

EPR/BB3900GS/V003

Regulated facility type

1.16.13 – Equilibrium Chemical Services Limited are permitted for Transfer of Hazardous waste. The existing solvent storage and transfer is permitted. The current permit operations are limited to waste acceptance and storage of hazardous waste. The application to vary to Physical treatment of hazardous waste, to increase the boundary (unit 4) and increase throughput. This application to vary the permit will not cause any material changes to the incoming waste materials which are currently stored prior to onward transfer off-site for recycling, nor increase the amount of hazardous waste that will be stored.

The variation application is to: Add the treatment of hazardous waste in a small-scale solvent distillation processing facility (in unit 4) to process the waste solvents that are currently received at the unit 5 storage and transfer facility. Solvents will be processed in batches, anticipated to include three batches a day.

Store the “clean” solvents prior to reuse.

Add a solvent distillation processing facility.

Extend the waste operation permit boundary to include unit 4 which will house the solvent processing facility.

Increase the throughput to a maximum 3,650 tonnes per annum.

The ability for Equilibrium Chemicals to provide an on-site solvent recovery service.
