The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2010 involving substantial change to a permit from Whitemoss Landfill Limited.

After feedback, we are extending the consultation date to give people more time to look through the documents included in the e-consultation.

  • Application number: EPR/DP3639LM/V005
  • Regulated facility type: Section 5.2 Part A(1)(a). Disposal of waste by Landfill. Landfill for the disposal of hazardous waste and landfill restoration.
  • Regulated facility location: Whitemoss Landfill, Whitemoss Road South, Skelmersdale, Lancashire, WN8 9TH

The application contains a description of how the proposed changes may affect:

  • the installation
  • the materials, substances and energy it will use and generate
  • the conditions of its site
  • the source, nature and quantity of its foreseeable emissions and their significant effects on the environment
  • the proposed techniques for preventing, reducing, and monitoring its emissions and preventing and recovering waste
  • and an outline of the main alternatives, if any, considered.

You can look at the register 9.30am to 4.30pm, Monday to Friday. Please phone the Environment Agency’s National Customer Contact Centre on 03708 506 506 to arrange an appointment. You may get a copy of documents on the register. The Environment Agency may charge to cover copying costs.

There is an additional copy of the application documents on CD at Skelmersdale Library, Southway, Skelmersdale, WN8 6NL. You can view this on the computers at the library.

2. How to comment on the application

Normally the Environment Agency must put any comments they receive on the public register. Tell the Environment Agency if you don’t want your comments to be public.

The Environment Agency must decide whether to grant or refuse the application. If they grant it, they must decide what conditions to include in the permit.

A copy of the environmental impact assessment was submitted with the environmental permit application and is on the public register. This may have been updated during the planning process and any updated environmental impact assessment should be available from the Planning Inspectorate.
