The ‘West Midlands prospectus’ has been produced to:

  • help prospective bidders determine whether they wish to seek to pre-qualify and, if so, whether they wish to do so as a single entity or as part of a consortium
  • communicate Rail Executive’s aspirations for the West Midlands franchise to bidders
  • provide guidance on franchise issues that will need to be considered when preparing bids
  • be transparent about the fact that our thinking and final position on a number of areas is still subject to public consultation
