This report provided background information to support the Defra’s Water White Paper which focused on the challenges facing the water sector, including maintaining water supplies, keeping bills affordable and reducing regulation. The report provided evidence to support government decision making on abstraction reform, see 2010 to 2015 government policy: water industry for more information.
