DfT has published a contract notice in the Official Journal of the European Union (OJEU) for the procurement of a private sector partner (PSP) to participate in a joint venture with DfT to operate and own a new company (“NewCo”), which will carry out most of the services currently provided by the VCA.
The competition to select a PSP to participate in the joint venture is being procured under the 2006 Public Contracts Regulations using the negotiated procedure.
The PSP will subscribe for a majority shareholding (between 51% and 80%) of the equity of a private company limited by share that will be established for this purpose (“NewCo”). NewCo will be structured so as to be classified to the private sector.
For information, the OJEU contract notice, pre-qualification questionnaire (PQQ), PQQ evaluation guidance document, initial descriptive document and contract letting process (CLP) agreement are provided here as PDF files.
Potential applicants are required to register their expression of interest as soon as possible by emailing VCA.NCM@dft.gsi.gov.uk to receive a PQQ and other related documentation as Microsoft Word versions.
Applicants are strongly advised to read the complete PQQ documentation suite prior to responding to the PQQ.
