1. A further temporary amendment has been made to the terms under which local authorities can claim Home Office funding in respect to their costs of supporting UASC. This annex should be read in conjunction with the funding instructions.

2. The amendment to the UASC funding published 20 December 2022 will remain extant until all funding claims for financial year 2022/23 have been concluded.

3. Local authorities will receive a payment of £6,000 to accompany the transfer of each UASC who transfers from an interim UASC hotel (in which they are being accommodated on a short-term, emergency basis) or from a Kent County Council care placement provided the UASC transfers within five working days. The NTS Protocol sets out the timeframe.

4. This funding is in addition to the usual funding arrangements set out in the UASC and former UASC care leavers 2023/24 funding instructions.

5. Any local authority receiving a UASC transferred under the NTS receives a funding contribution at the higher rate of £143 per child per night.

6. The funding does not apply to transfers of children between local authorities under the NTS or to spontaneous arrivals in local authority care as the objective of the funding is to exit accommodating UASC in hotels.

UASC transferring from a hotel dedicated to UASC within five working days

7. An additional £6,000 will be paid to local authorities where UASC transfer from a hotel temporarily accommodating UASC or from a Kent County Council care placement within five working days. Any UASC who transferred from a hotel dedicated to UASC or from a Kent County Council care placement within five working days from 1 April 2023 to 31 March 2024.

Eligibility

8. The funding applies to any UASC who transfers via the NTS from 1 April 2023 from a hotel temporarily accommodating UASC or from a Kent County Council care placement, where the transfer to the receiving local authority placement is completed within five working days of the local authority receiving the referral. Day one is counted as the working day following the local authority receiving the NTS referral.

How to submit claims

9. Local authorities should note the funding submission sheet where the child is eligible for the additional funding. Where there are any queries local authorities should contact the UASC and former UASC care leaver funding team.
