The Commission has published Implementing Regulation 2020/2037, in the Official Journal (ref L416) amending the EU safeguard regulation.
From 01 January 2021, the UK will no longer be part of the EU customs territory and so, certain UK steel exports to EU will become subject to EU safeguard measures.
Steel products of UK non-preferential origin, released for free circulation in the EU, will be subject to EU steel quotas.
The EU has given country specific quotas to UK for categories 1, 2, 3A, 4A, 4B, 5, 6, 7, 10,12, 14, 15, 16, 17, 18, 19, 20, 21, 22, 24, 25B, 26 and 27.
For categories 5,16, 20 and 27, once the UK country quota has exhausted, there’s no access to the global quota.
For categories 3B, 8, 9, 13, 25A and 28, there are no UK specific quotas. The UK will share the ‘global’ quotas for ‘other countries’. These global quotas change their numbering in the quarter from 01 April 2021 up to and including 30 June 2021.
Outside of the quotas, 25% safeguard duty applies in the EU.
