2. Economic statement

Scotland house prices increased by 8.6% in the year to November 2020, up from an increase of 6.6% in year to October 2020. Scotland house prices were growing faster than the UK annual rate of 7.6% in the year to November 2020. On a non-seasonally adjusted basis average house prices in Scotland increased by 0.9% between October and November 2020, compared with a decrease of 0.9% during the same period a year earlier (October and November 2019). On a seasonally adjusted basis, average house prices in Scotland have increased by 1.4% between October and November 2020.

Comparing the provisional volume estimate for September 2019 with the provisional estimate for September 2020, volume transactions increased by 17.8% in Scotland. UK volume transactions decreased by 11.4% over the same period. The volume of residential property sales registered in Scotland in September 2020 has increased. This may be partly due to the recent Registers of Scotland £10 fee increase, which came into effect on 6 October 2020 and resulted in a short-term spike in applications prior to that date.

In Scotland, terraced houses showed the biggest increase out of all property types, rising by 10.0% in the year to November 2020 to £140,000. The smallest average house price change of all property types was in flats and maisonettes, up by 6.8% in the year to November 2020 to £117,000.

House prices increased over the year in 31 out of 32 local authority areas. The largest growth was in East Ayrshire where prices increased by 15.6% in the year to November 2020 to £110,000. The biggest fall for year ending November 2020, was recorded in City of Aberdeen where average prices fell over the year by 3.4% to £141,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In Scotland, average prices increased by 8.6% in the year to November 2020, compared with an increase of 6.6% in year to October 2020.

Annual price change by local authority for Scotland

Low numbers of sales transactions in some local authorities, such as Orkney Islands, Na h-Eileanan Siar and Shetland Islands, can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In November 2020, the most expensive area to purchase a property was City of Edinburgh, where the average cost was £287,000. In contrast, the cheapest area to purchase a property was East Ayrshire, where the average cost was £110,000.

Comparing the provisional volume estimate for September 2019 with the provisional estimate for September 2020, volume transactions increased by 17.8% in Scotland. UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions increased by 18.6% in Scotland in the year to September 2020.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
