The Environment Agency has received a new bespoke application for an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 from N&P Hartlepool MRF Ltd.

Regulated facility type

This substantial variation is to add the following Schedule 1 listed activity under the Environmental Permitting (England and Wales) Regulations 2016: S5.4 A(1) (b) (ii) Recovery or a mix of recovery and disposal of non-hazardous waste with a capacity exceeding 75 tonnes per day involving pre-treatment of waste for incineration or co-incineration.

The activity involves the treatment of SRF pellets by hammermill. The facility is currently permitted as a pre-treatment facility for waste prior to incineration and co-incineration. This new activity represents an additional treatment activity that can process both site derived SRF pellets and imported SRF pellets. The operator also seeks to amend the storage arrangements for the waste operation activity involving the transfer of wastes as part of the variation.

  • a non-technical summary
  • a summary of the management system
  • an environmental risk assessment
  • proposed operating techniques, including an assessment of best available techniques
  • management plans to address any key risks
  • modelling and monitoring of any significant emissions to air, land or water
  • a report on the condition of the site
  • raw material usage and measures for energy efficiency and avoiding waste production
