In 2023, the Department for Transport (DfT) expanded the piloting of transport safety officers (TSOs) in 5 locations in England.

TSOs are officers who work on and around the transport network and are specifically trained to tackle:

  • anti-social behaviour (ASB)
  • low-level nuisance disorder
  • violence against women and girls (VAWG)

TSOs tackle ASB by engaging and educating passengers to encourage behaviour change and use a limited set of police powers granted through the community safety accreditation scheme.

This report presents the evaluation of the TSO pilot programme between January 2024 and March 2025. The technical appendix explains the methods, evaluation and analysis in more detail.

DfT commissioned the National Centre for Social Research to complete this research.
