David Flory’s report for the second quarter of 2010/11 provides a summary of the NHS financial position and performance against the national priorities set out in the Revision to the Operating Framework for the NHS in England 2010/11.

This is a time of change in the NHS:

  • The Operating Framework for the NHS in England 2011/12 gives details of how performance will be measured in the coming year.
  • The first NHS Outcomes Framework 2011/12 signals the direction of travel and starts the shift towards focusing on delivering outcomes rather than hitting process targets.

During this interim period, performance for the current year continues to be measured against the Revised Operating Framework for 2010/11. However, it is essential for the NHS to maintain performance this year, and to focus on areas where performance needs to be improved. High quality care must be maintained even where targets have been removed or adjusted.
