Teachers' pay grant April 2019 to March 2020 allocations: supporting information

1. Allocations

The allocation spreadsheet shows:

  • school level allocations for mainstream schools. This shows the pupil numbers used to generate the total allocation for each school
  • local authority level allocations for high needs institutions. This shows each institution in the local authority, and the number of places used to calculate the overall allocation

Local authorities will receive an allocation for high needs provision in their area, which they must distribute between all providers. Further details are given in the conditions of grant.

The tables show the funding allocations to cover the period April 2019 to August 2019 and September 2019 to March 2020. The initial payments were made in April 2019, and the second instalment will be paid at the end of October to local authorities and in early November for academies, to cover the period September 2019 to March 2020. 2. How schools will receive their funding

Mainstream academies will receive their grant directly from Education and Skills Funding Agency (ESFA). Mainstream maintained schools will receive their funding via their local authority. Non-maintained special schools will receive their grant directly from ESFA, in line with their usual funding process. Further information about this is given in the conditions of grant.

3. New and growing schools

Schools which have opened since October 2018 will not appear on the census data used. These schools have been allocated funding based on 100 pupils for mainstream schools or 40 places for high needs institutions, where pupil numbers are not known. Schools not fully open in October 2018, which are still growing by adding year groups, will receive an updated allocation in spring 2020. Schools which are growing, but not adding additional year groups will not see any additional payment.

4. Data used in the 2019 to 2020 allocations

For 2 to 4 year olds in mainstream schools, we have used the headcount of children in funded early years places, from the January 2019 census. For pupils in mainstream schools aged 5 to 16, we have used the headcount of pupils, from the October 2018 census. For pupils in mainstream schools aged 16 to 19, in April we used the pupil numbers from the 2018 to 2019 academic year funding allocations, with full time equivalents (FTEs) as defined below: Band 1 students appear as FTE in the funding allocations, so we use this directly. From October, for pupils in mainstream schools aged 16 to 19, we used pupil numbers from the 2019 to 2020 academic year funding allocations (with FTEs as defined below) to calculate the pay grant allocations covering payments for the September 2019 to March 2020 period. In the October 2019 payment we will also be making retrospective adjustments to the funding allocations for the period covering April to August 2019 for post-16 institutions which have seen an increase in pupil numbers. These adjustments are set out in the September 2019 to March 2020 allocations tables.

We have used the published place numbers for academies for academic year 2018 to 2019 for:

  • special academies
  • special free schools
  • alternative provision academies
  • alternative provision free schools

For maintained special schools and pupil referral units we have used the place numbers from the 2018 to 2019 Section 251 budget returns. For hospital schools that do not appear in any census, we are funding at the minimum level of 40 places. Allocations for high needs settings will be updated in October 2019 to take account of the academic year 2019 to 2020 place numbers, and the 2019 to 2020 Section 251 budget returns.
