HM Revenue and Customs (HMRC) commissioned IFF research to identify and explore the reasons why some eligible parents have not signed up for, or used, Tax-Free Childcare.

A phone survey was conducted with 480 parents between April and June 2019. To explore some parents’ responses to the survey in more detail, a further 25 qualitative interviews were conducted during July and August 2019.
