The draft manual provides information on the powers included in the Anti-social Behaviour Crime and Policing Bill 2013. It gives examples of non-statutory measures and practical considerations of dog control. The manual will be used by police and local authority officers.

These draft documents meet our commitment to publish information on how the new powers would work in practice. These documents are intended to aid debate in the House of Commons and House of Lords. They also provide clarity on the powers included in the Bill as it passes through Parliament.

The documents will be reviewed before final publication once the Bill achieves Royal Assent.
