In October 2025, the government and the Mayor of London announced a package of time-limited emergency measures to support housebuilding in London. Consultations for these measures were launched in November 2025 and closed in January 2026.
This policy note has been prepared by the government and Mayor of London. It explains the final package, including the measures consulted on and the changes proposed following feedback. It sets out what the measures are, why they are being introduced, and how they will support delivery and be implemented.
