Highway authorities must pay close regard to this guidance if they choose to operate, vary or introduce a street works permit scheme. The guidance reflects recent changes to The Traffic Management Permit Scheme (England) Regulations 2007.
Background to the permit scheme regulation amendments
By 1 October 2015, all schemes must comply with the 2007 permit scheme regulations as amended by the 2015 regulations.
The 2015 Deregulation Act removed the requirement for the Secretary of State for Transport to approve street works permit schemes in England. These changes, reflected in the regulation amendments, enable highway authorities in England to bring forward, and vary or revoke, schemes.
