Details

Highway authorities must follow this statutory guidance if they want to introduce, operate or vary a street works permit scheme. The guidance works with the conditions for street work permit schemes.

The guidance applies from 5 January 2026.

It reflects the Street and Road Work Charges and Penalties Regulations 2025, which:

  • increased the level of fixed penalty notices for street works offences
  • extended overrun charges to weekends and bank holidays where works extend beyond the agreed duration
