This draft licence will be a means for the Secretary of State for Transport to issue statutory directions to the new strategic highways company, under powers proposed in the Infrastructure Bill. It sets important objectives and conditions around how the strategic highways company must act in exercising its role and statutory functions.

  1. Updated this draft licence to take account of developments in the legislative process, discussions with stakeholders and progress with governance arrangements. It will be a means for the Secretary of State for Transport to issue statutory directions to the new strategic highways company, under powers proposed in the Infrastructure Bill.
