The Environment Agency has received a new bespoke application for an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 from Wastefront Sunderland Limited.

The application includes:

  • the completed application form
  • a non-technical summary
  • a summary of the management system
  • an environmental risk assessment
  • proposed operating techniques, including an assessment of best available techniques
  • management plans to address any key risks
  • modelling and monitoring of any significant emissions to air, land or water
  • a report on the condition of the site
  • raw material usage and measures for energy efficiency and avoiding waste production

The permit is to authorise the operation of a used tyre recycling (UTR) facility to process up to 77,000 tonnes per annum (tpa) of end-of-life tyres (EWC 16 01 03) by thermal treatment, cracking and refining to produce approximately 24,000 tpa of carbon black and 30,000 tpa of liquid products for use in tyre manufacture and synthetic fuels.

The operation falls under the following listed activity:

Section 1.2 Part A(1)(f)(iv): Activities involving the pyrolysis, carbonisation, distillation, partial oxidation or other heat treatment of other carbonaceous material (otherwise than with a view to making charcoal).

The Industrial Emissions Directive (IED) Chapter IV and Annex VI requirements apply to the combustion activities.
