This memo is for Specialist Employability Support (SES) providers.

Information

You will be aware it was the intention that Specialist Employability Support (SES) contract referrals would cease by December 2019, however this notification is to formally confirm to providers that referrals will cease on 15 November 2019.

Although this is earlier than anticipated, on current statistical returns you will have received sufficient referrals by 15 November 2019 to achieve the agreed contracted level of starts by the end of December.

Your final monthly Service Fee payment for December 2019 will be in accordance with Schedule 4 of your contract. The programme end date remains as per the contract and the final date for a provider to make all claims for payment is by 7 February 2022.

Action

Once referrals have ended, there is a continuing requirement to support individuals on the programme until they have exited the provision. Providers are reminded of the need to maintain performance of the contract throughout and during the exit period.

We now need to ensure that all parties manage the delivery tail for this provision effectively, and an Exit Plan will be required from you by 14 October 2019.

Provider Referral and Payment (PRaP) system closure

To help manage the potential risk of “Missing Referrals” and allow sufficient time for any corrective actions, the department will be taking the following approach and ask that you take the following steps where appropriate.

Managing referrals timeline and actions

5 November 2019: Any identified “Missing Referrals” should be notified by providers to Jobcentre Plus (JCP) contacts no later than this date.

7 November 2019: JCP Work Coaches will endeavour to refer customers who have expressed an interest in Specialist Employability Support, on or before this date.

11 November 2019: Any corrective actions identified by providers, before a start date is entered, missing personal details etc. must be sent back to DWP (this means cancelled or rejected out of the PRaP system and notify JCP contacts of any actions they need to take (re-referral).

13 November 2019: All corrective actions will be performed by JCP.

15 November 2019: From close of business on this date, the JCP referral opportunities will be turned off.

You must ensure that you are up to date on all acknowledgment activity on PRaP.

Payment validation

I would like to take this opportunity to remind you that your contract provides the department with the option to undertake validation of your outcomes. This will continue after referrals cease.
