Fifth meeting minutes: Specialised Committee on Law Enforcement and Judicial Cooperation, 4 December 2025
Updated 3 June 2026
Review of TCA implementation and operation
The Parties reaffirmed their shared assessment that the agreement continues to operate effectively with significant mutual operational benefit. They agreed to work together to address operational issues on each side, such as the adherence to timelines set in the agreement.
The Commission is working on a proposal to start exchanging Vehicle Registration data with the UK in the first half of 2026, after a positive evaluation assessing the readiness of the United Kingdom that took place in 2025.
Both sides recognised the importance of “handling codes” in ensuring the efficient and secure exchange and use of data. Any issues, where they arise, are addressed through regular operational‑level engagement.
TCA request form amendments
Both parties agreed to continue to discuss improvements to the standard forms for mutual legal assistance and asset freezing and confiscation.
Review of notifications under Article 630 and modification of notifications on surrender of own nationals outside this review
The EU provided an update on the review of notifications made by EU Member States under Article 630 and outlined the process for EU Member States to withdraw notifications on surrender of own nationals. Outside the review, such notifications can be withdrawn, at any time, in accordance with Article 690(4) TCA.
Conclusion and forward look to future meeting agendas
The Parties agreed that a sixth meeting of the Specialised Committee should take place at an appropriate point in 2026 where it will further review the implementation and proper functioning of the Law Enforcement and Judicial Co-operation Part of the TCA.
