The prospectus has been produced for potential bidders in the South Western franchise competition. It has been published to:

  • help prospective bidders decide whether they wish to seek to pre-qualify and, if so, whether they wish to do so as a single entity or as part of a consortium
  • communicate Rail Executive’s aspirations for the South Western franchise to potential bidders
  • provide guidance to potential bidders on franchise issues that will need to be considered when preparing bids
  • be transparent about the fact that our thinking and final position on a number of areas is still subject to public consultation
