Details

The Right to Manage gives council tenants a statutory right to take responsibility for housing management services through a tenant management organisation.

This document summarises the findings of the government’s review of the Right to Manage framework, which ran from January to June 2026. The review found that the Right to Manage remains an important route for resident control and empowerment, but that the current framework needs modernising.

The government is bringing forward reforms to make it easier for residents to take up the Right to Manage and to improve support, oversight and accountability.
