This report presents findings from an evaluation of the Small Employer Offer, a policy delivered by the Department for Work and Pensions (DWP) between June 2017 and March 2019, to help people with disabilities and long-term health conditions move towards and into work. The Small Employer Offer was part of a wider package of support known as the Personalised Support Package. A key part of the Small Employer Offer was the creation of Small Employer Adviser roles, who worked with small employers to identify and fill work placements and job opportunities suitable for claimants with a disability or health condition.

The purpose of the evaluation was to gain an in-depth and rounded picture of how the Small Employer Offer was operating, exploring the effectiveness of the initiative in engaging employers and supporting claimants into work. The findings from this research have been discussed within DWP to inform the design of future policies.
