The report sets out the findings of the commissioner’s initial review of special educational needs and disability (SEND) services in Slough and makes recommendations for improvement.

The report follows the findings of the joint Ofsted and Care Quality Commission (CQC) area SEND inspection of Slough Borough Council, published on 6 November 2025.

In January 2026, the Department for Education issued a second statutory direction to Slough Borough council and appointed Deborah Glassbrook as SEND Commissioner to oversee improvement in SEND services.
