Safety Bulletin 27 Incorrect marine equipment EC type (Module B) certificate for retro-reflective materials manufactured

1. Summary of issue

The Maritime & Coastguard Agency (MCA) has been notified that WRS (Xiamen) Technology Co. Limited in China has been representing that EC Type examination (Module B +D) certificates relating to A.1/1.30 Retro-Reflective sheeting – Class II ”WRS1000” have been issued to it, by Lloyds Register under the authority of the MCA. However, neither the MCA, nor Lloyd’s Register have any record that this company has ever been, a client of Lloyds Register or received such certification from the MCA or Lloyd’s Register.

The purported certification claims to have been issued and apply between 4th November 2018 and 6th November 2023. It has been reported to the MCA that the certification has been quoted by WRS (Xiamen) Technology Co. Ltd in the marketing and sale of their A.1/1.30 Retro-Reflective Materials as being in compliance with EC type examination standards.

This certification was not issued by Lloyds Register and any Retro-Reflective material products from WRS (Xiamen) Technology Co. Limited claiming to hold EC Type examination (Module B or D) approval and certification, with the wheel mark 0038 may not have been tested to the required standards or hold correct certification for use on board UK vessels, or vessels registered to EU member States and should be viewed with extreme caution.

Owners are responsible for ensuring that correctly certificated equipment is placed on board any vessel as detailed in MSN 1874 Amendment 5.
