The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Biffa Waste Services Limited.

Regulated facility type

The site is currently permitted for an aggregate treatment and recovery facility under a waste operation R3 - recycling/reclamation of organic materials not used as solvents.

The variation adds a new soil washing and heat treatment facility to treat 30,000 tonnes per year of hazardous soil and 70,000 tonnes per year of non-hazardous soils by soil washing, and up to 10,000 tonnes per year of soils and contaminated materials by heat treatment.

The application proposes the following activities listed in Schedule 1 of the EP regulations:

Treatment of hazardous soils through soil washing: Section 5.3A(1)(a)(ii) - Disposal of recovery of hazardous waste with a capacity exceeding 10 tonnes per day involving physico-chemical treatment.

Treatment of hazardous soils through thermal desorption: Section 5.3A(1)(a)(ii) - Disposal of recovery of hazardous waste with a capacity exceeding 10 tonnes per day involving physico-chemical treatment.

Temporary storage of hazardous waste: Section 5.6A(1)(a): Temporary storage of hazardous waste with a total capacity exceeding 50 tonnes pending any of the activities listed in Sections 5.1, 5.2, 5.3.

The application proposes the following waste operations:

Treatment of non-hazardous waste soils through a soil washing: R2 – recycling/reclamation of solvents, R3 – recycling/reclamation of organic materials not used as solvents, R5 – recycling/reclamation of other inorganic materials, D9 – physico-chemical treatment.

Treatment of non-hazardous waste soils and contaminated materials through thermal desorption: R2 – recycling/reclamation of solvents, R3 – recycling/reclamation of organic materials not used as solvents, R5 – recycling/reclamation of other inorganic materials, D9 – physico-chemical treatment.

Temporary storage of non-hazardous waste: R13 - storage of wastes pending any of the operations numbered R1 to R12.

Management and treatment of process water with a capacity less than 50 tonnes per day: D9 – physico-chemical treatment.
