Revised direction issued to Worcestershire county council

Establishment of Worcestershire Children First (WCF) from 1 October, and duties of the chair and local authority.

This revised direction recognises the establishment of Worcestershire Children First (WCF), who will be responsible for Worcestershire children’s services from 1 October 2019.

If follows an Ofsted report which judged the overall effectiveness of those services as ‘requires improvement to be good’. The Secretary of State will retain the Children’s Services Commissioner, Trevor Doughty, to ensure continued improvement and oversee the early stages of WCF’s operation. (Trevor Doughty was appointed by the Secretary of State by direction on 8 March 2017.)

The Secretary of State has also given instructions to the council to ensure children’s social care functions are adequately maintained.

This direction replaces the earlier statutory direction issued in August 2018.
