This direction has now closed. A revised direction issued in August 2021 replaces it.

This direction requires Stoke-on-Trent City Council to:

  • enter into a formal partnership with Leeds City Council
  • continue to co-operate with the Children’s Services Commissioner, Eleanor Brazil, appointed by the Secretary of State for Education
  • accept support provided by Partners in Practice

It follows publication of:

  • a report by Ofsted, which judged the overall effectiveness of Stoke-on-Trent’s children’s social care services as inadequate
  • an independent report by Eleanor Brazil, Stoke-on-Trent Children’s Services Commissioner

This direction replaces the earlier revised statutory direction issued to the council on 31 October 2019.
