About the reviews

The government’s policy statement ‘Reviewing post-16 education and training institutions’ sets out our approach to restructuring the further education sector. We are doing this through 37 area reviews of post-16 provision.

The aim of the reviews is to create strong and financially resilient colleges which are specialised centres of expertise that are able to work together to produce the skilled workers that local businesses need.

These institutions will work with other colleges and providers to deliver high-quality technical and professional education, including at levels 3, 4 and 5.

We are conducting the reviews in 5 waves:

Steering groups

Each review is led through a steering group made up of representatives from the areas covered by the relevant review, including:

• college chairs of governors supported by their college principals
• local enterprise partnerships (LEPs)
• local and combined authorities
• further education and sixth-form college commissioners
• regional schools commissioners

Conduct of the reviews

Each review will start by assessing the economic and educational needs of the area, and the implications for post-16 education and training provision, including:

• school sixth forms
• sixth-form colleges
• further education (FE) colleges
• independent providers

The reviews will then concentrate on further education and sixth-form colleges. Other institutions (including schools and independent providers) can ask to opt in to an area review and be part of any potential restructuring.

Area review reports

We will produce a report for each area review covering the recommendations that the steering group has agreed and which we expect colleges to implement.

Greater London

There will be 4 reviews to cover the Greater London area:

• London (west) started in wave 2
• London (central) started in wave 2
• London (south) included in wave 3
• London (east) included in wave 3

We have included representatives from the regions in each London review to make sure they are consistent with the reviews outside the capital. The Mayor of London will chair an overview steering group to ensure that the recommendations and outcomes of the 4 reviews are co-ordinated during wave 3.

Capel Manor College is a specialist college that recruits from across the capital. Because of this, it’s being included as part of the overall London steering group rather than one of the specific area reviews.
