This guidance sets out the roles of Monitor, the Office of Fair Trading and the Competition Commission in relation to mergers (or proposed mergers) between:

  • 2 or more NHS foundation trusts
  • an NHS foundation trust and an NHS trust
  • 2 or more NHS trusts
