Under these voluntary systems the survey and certification process is streamlined by minimising duplication of effort with the UK Recognised Organisations.
When a ship is enrolled under the Alternative Compliance Safety System (ACSS) it allows the Recognised Organisations to perform all statutory surveys required under SOLAS, MARPOL and Load Line Conventions with the exception of ISM, ISPS and MLC, without a formal ‘appointment’ by the UK Ship Register. For a vessel enrolled onto the Enhanced Authorisation Safety System, the Recognised Organisation has authorisation for ISM, ISPS and MLC addition to the statutory surveys as per ACSS (but not ISM DOC’s). Further information can be found in MGN 561.
Entry into the scheme is conditional upon the respective criteria and performance as per the relevant system applied for. Applications are to be sent to the Headquarters Survey Operations hqsurvey@mcga.gov.uk
