A list of apprenticeship frameworks to be removed as part of the apprenticeship reform programme.
As part of the apprenticeship reforms, no new apprenticeship frameworks have been developed or issued since 31 August 2014 and new apprenticeship standards are being developed by groups of employers (Trailblazers).
On 7 December 2015 BIS published English Apprenticeships: Our 2020 Vision which confirms that the new employer-led apprenticeship standards will eventually replace the current frameworks.
The SFA expects to move from frameworks to standards over the course of this parliament with most frameworks being phased out and standards in place by the start of the funding year 2017 to 2018. We will phase the withdrawal of apprenticeship frameworks, and give reasonable notice to issuing authorities and training providers.
We have announced the withdrawal of two batches of frameworks, in March and May 2016. Since the announcement in May, we have deferred the withdrawal of four frameworks.
We are now consulting on the third batch of frameworks intended for withdrawal for new starts on 1 April 2017. Please see the list above to view the frameworks included in this consultation.
The consultation is open from Wednesday 6 July until Wednesday 3 August.
The frameworks included in this consultation have:
- fewer than 125 starts in 2014 to 2015 funding year and so far in the 2015 to 2016 funding year
- coverage by replacement apprenticeship standard(s)
We will review the feedback and announce the final list for withdrawal in September. This will give 6 months’ notice before the date of withdrawal.
